Strategic strengthening of Colombian intelligence through MASINT: A multidimensional approach

This study focuses on the evaluation and optimization of Measurement and Signature Intelligence (MASINT) in Colombia, considering its technological development, operational capabilities, and legal framework compared to international contexts. MASINT is a critical discipline for identifying and monitoring asymmetric threats, particularly in complex environments such as border regions and rural areas affected by armed conflict. Through a literature review, comparative analysis of international cases, and strategic recommendations, several improvement areas were identified to strengthen MASINT in Colombia. Key findings highlight the need for increased investment in indigenous technological infrastructure, the development of specialized training programs, and the creation of a specific legal framework regulating the use of MASINT within an ethical and legal context. The study concludes that adopting international best practices, combined with an integrated strategy focused on technological modernization and the protection of human rights, will enable Colombia to maximize MASINT’s potential for national security.
